Backdoor Taxes to Hit Middle Class

http://ca.news.yahoo.com/s/reuters/100201/us/usreport_us_budget_backdoortaxes

The Obama administration's plan to cut more than $1 trillion from the deficit over the next decade relies heavily on so-called backdoor tax increases that will result in a bigger tax bill for middle-class families.

In the 2010 budget tabled by President Barack Obama on Monday, the White House wants to let
billions of dollars in tax breaks expire by the end of the year -- effectively a tax hike by stealth.

While the administration is focusing its proposal on eliminating tax breaks for individuals who earn $250,000 a year or more, middle-class families will face a slew of these backdoor increases.
The targeted tax provisions were enacted under the Bush administration's Economic Growth and Tax Relief Reconciliation Act of 2001. Among other things, the law lowered individual tax rates, slashed taxes on capital gains and dividends, and steadily scaled back the estate tax to zero in 2010.

If the provisions are allowed to expire on December 31, the top-tier personal income tax rate will rise to 39.6 percent from 35 percent.
But lower-income families will pay more as well: the 25 percent tax bracket will revert back to 28 percent; the 28 percent bracket will increase to 31 percent; and the 33 percent bracket will increase to 36 percent. The special 10 percent bracket is eliminated.

Investors will pay more on their earnings next year as well, with the tax on dividends jumping to 39.6 percent from 15 percent and the capital-gains tax increasing to 20 percent from 15 percent. The estate tax is eliminated this year, but it will return in 2011 -- though there has been talk about reinstating the death tax sooner.

Millions of middle-class households already may be facing higher taxes in 2010 because Congress has failed to extend tax breaks that expired on January 1, most notably a "patch" that limited the impact of the alternative minimum tax. The AMT, initially designed to prevent the very rich from avoiding income taxes, was never indexed for inflation. Now the tax is affecting millions of middle-income households, but lawmakers have been reluctant to repeal it because it has become a key source of revenue.

Without annual legislation to renew the patch this year, the AMT could affect an estimated 25 million taxpayers with incomes as low as $33,750 (or $45,000 for joint filers). Even if the patch is extended to last year's levels, the tax will hit American families that can hardly be considered wealthy -- the AMT exemption for 2009 was $46,700 for singles and $70,950 for married couples filing jointly.

Middle-class families also will find fewer tax breaks available to them in 2010 if other popular tax provisions are allowed to expire. Among them:

  • Taxpayers who itemize will lose the option to deduct state sales-tax payments instead of state and local income taxes;
  • The $250 teacher tax credit for classroom supplies;
  • The tax deduction for up to $4,000 of college tuition and expenses;
  • Individuals who don't itemize will no longer be able to increase their standard deduction by up to $1,000 for property taxes paid;
  • The first $2,400 of unemployment benefits are taxable, in 2009 that amount was tax-free.

Obama Plan Has $79 Billion From Cap-and-Trade in 2012

http://www.bloomberg.com/apps/news?pid=20601130&sid=aAO_KEIgeOOc

President Barack Obama’s budget plan assumes $78.7 billion in revenue in 2012 from the sale of greenhouse-gas emission permits to polluters, putting pressure on Congress to pass legislation by early next year.

A “cap-and-trade” program would generate a total of $645.7 billion by 2019, according to the budget blueprint Obama sent to Congress today. Initial funds would be used to invest in “clean” energy, help finance Obama’s tax credit for workers as well as offset higher energy costs for low- and middle-income people and clean up costs for small businesses.

The budget calls for the Environmental Protection Agency to get $19 million to begin setting up an inventory of greenhouse- gas emissions that most scientists say are causing rising temperatures and sea levels. Obama has asked Congress to send him a bill that would create an emissions trading system, putting a mandatory cap on carbon-dioxide pollution nationwide for the first time in the U.S.

Deficit Grew by $181 Billion in July

http://thehill.com/leading-the-news/deficit-grew-by-181-billion-in-july-2009-08-09.html

Spending through July of 2009 has increased by $530 billion, which is 21 percent over the same period in 2008. The bailout money for Freddie Mac and Fannie Mae accounted for almost half of the spending increase. Unemployment benefits have more than doubled, Medicaid spending has grown by a quarter and Medicare spending has increased by 11 percent.

The independent budget scorekeeper has projected the deficit to reach $1.8 trillion by the end of the fiscal year, Sept. 30. The deficit in 2008 reached $455 billion, which was a record at the time.

House Republicans Harpoon $8.7-Million Intended to Connect Whalers to Their Ancestors

http://www.cnsnews.com/public/content/article.aspx?RsrcID=51572

"It involves 'educational/cultural programming' which includes 'mentoring, internships, and education/outreach programming that will increase understanding of cultural diversity and multicultural communication among Alaska Natives, Native Hawaiians, and the people of Massachusetts.'"

This is what we spend our money on? Seriously, why was this even in the included in the appropriations bill in the first place? Whoever it was should be fired.

Congress's Travel Tab Swells

http://online.wsj.com/article/SB124650399438184235.html

"The spending on overseas travel is up almost tenfold since 1995, and has nearly tripled since 2001, according to the Journal analysis of 60,000 travel records. Hundreds of lawmakers traveled overseas in 2008 at a cost of about $13 million. That's a 50% jump since Democrats took control of Congress two years ago."

"The congressional trips are possible thanks in part to an unlimited fund created by a three-decade old law. Nearly two dozen government officials work full-time organizing the trips. Much of the costs are not made public, including the cost of flying on government jets. The Air Force maintains a fleet of 16 passenger planes for use by lawmakers."

"Last summer, Rep. Brian Baird (D., Wash.) took a four-day trip to the Galápagos Islands with his wife, four other lawmakers and their family members. The lawmakers spent $22,000 on meals and hotels, records show. Mr. Baird, a member of the House Science Committee, said the trip was to learn about global warming.
On the first day, lawmakers toured a breeding center for giant tortoise and land iguanas before dining with scientists, according to an itinerary for the trip. The next morning, lawmakers headed to the Galápagos National Park while their family members had the option of hiking, swimming or shopping. That afternoon, the group boarded a boat to visit a sea-lion colony and search for white-tip sharks."

Exploding Debt Threatens America

Excellent critique of Obama's remarks justifying the high debt in his budget. It definitely makes you question his stated reasons for doing things and makes you wonder if there are ulterior motives.

US May Lose Its 'AAA' Rating

http://www.cnbc.com/id/27641538/

For those of you who took finance classes, what happens when a company gets knocked down a rating? Well, it means that the company is now riskier or less likely to be able to pay back debt. Therefore, in order to entice people to continue buying the debt, the company must offer a higher rate of return. In the case of the US, they will have to raise the interest rate at which we pay those who hold government bonds. That means that we will be paying more and more money in interest payments on our borrowed debt. All this equals further deficits unless spending in Washington is curbed. Otherwise, future generations will be saddled with the burden of paying off wasteful government spending.

Soak the Rich, Lose the Rich

http://online.wsj.com/article/SB124260067214828295.html

"Over the period 2002-2005, in each of these states the "soak the rich" tax hike was followed by a significant reduction in the number of rich people paying taxes in these states relative to the national average. Amazingly, these three states ranked 46th, 49th and 50th among all states in the percentage increase in wealthy tax filers in the years after they tried to soak the rich."

D.C.'s money-saving plan: Free inmates

http://www.washingtontimes.com/news/2009/apr/02/dc-aims-to-save-money-by-releasing-inmates/

This is how we decide to save money? Once again, failing to assess the unintended consequences of an action. How much is it going to cost to cleanup after these thugs when they are released? Crime rates go up and much more than just people's wallets will be affected. Maybe they should think before proposing such ridiculous legislation.

GOP Alternative Budget Promotes Growth With Tax Cuts, Spending Freeze

Nice work, but where were all you Republicans when Bush was spending up a storm? It would have been much easier to get a budget like this passed when you didn't have Obama in the White House.

Fast-track process for passing a health-overhaul bill?

http://online.wsj.com/article/SB123851568142774123.html

So it appears that this fast track process is used in the "budget-reconciliation process to pass health legislation, which would allow a bill to pass in the Senate with only 51 votes rather than 60."

Yet, Sebelius goes on to say, that "there was an interest in Congress in 'not taking tools off the table prematurely, but being very dedicated to a bipartisan process and bipartisan bill.' "

How exactly is requiring less votes for a majority bipartisan? Do they even listen to themselves when they speak?
